A taxpayer bailout of North Carolina's state employee health insurance plan has narrowly passed the House's largest committee - portending potential troubles in a floor vote.
The House Appropriations Committee voted Wednesday 44-40 in favor of the plan, which would require the state to spend $730 million over the next two years to keep the plan afloat. The money would come from state operating revenues and highway funds.
The plan also would require a 10 percent annual increase in dependent coverage premiums.
The State Employees Association of North Carolina has lobbied against the plan. Several Wake County Democrats - whose constituency base includes many state employees - voted against the bill.
The plan next goes to the floor. A version already has passed the Senate.

The Department Of Health & Human Services has not had a decent pay raise in seven or eight years. How can we keep up with 10% rise in dependant coverage but only get 2.8% raise in salaries?
